Our management team has decades of national and international experience in both public and private sectors, at senior levels. Our strong track-record of performance is supported by deep relationships across key government agencies and commercial sector players.

Greenwich team’s in-depth, technical expertise is augmented by our intimate knowledge of politics, economy, security, communities and culture of the country. Our projects are implemented and managed by a rich pool of in-house experts and a large network of associates and partners within Afghanistan and abroad.

The global network of associates at Greenwich is maintained with one objective  in mind to provide the best possible service to our clients. Multinational and multi-disciplined, our associates are drawn from backgrounds including professional services, law, academia, government, aid organizations and private sector. It is this combination that makes Greenwich relevant and distinctive in Afghanistan.


We have assembled a dynamic and experienced team of professional. Collectively, the experiences of our team members range from strategic level positions in government and non-governmental organizations, to technical expertise gained from working in Afghanistan and internationally. 


Our network of associates includes a highly qualified group of women and men who are selected based on their relevant expertise and transferable experience. Our associates have all served in the past at very high level positions in government, non-governmental and private sectors. We rely on our team of associates not only to improve our core services - advice, facilitation, support and partnership - but also to build a system of knowledge management for articulation of lessons learnt and reapplication of lessons.

  • Dr AbdulSamad Hami Chief Executive Officer
    Prior to joining Greenwich, Dr Samad Hami worked for Coffey International Development LLC in Afghanistan as Team Leader. Dr Hami has worked for the Afghan Government in many senior positions, including as Deputy Minister for Refugees, Senior Policy Advisor to the Ministry of Labor, and Special Representative of President Ashraf Ghani on refugees and IDPs. He has also worked for various international organizations including MSF and Save the Children. A medical doctor by background, Dr Hami also has a master’s degree from University of London, and is currently a PhD candidate at Middlesex University, UK.
  • Israr Khan Chief Finance Officer
    Israr Khan has an MBA (Specialization in Finance) from City University, Pakistan, and is an accredited CPA under the AICPA in the United Kingdom. For two years he was the Finance Manager in KPMG Limited - Afghanistan, Throughout his tenure he managed the Audit and Tax Department at KPMG, for a considerable client list across Afghanistan; including local and International companies, NGOs and Government organisations. Since 2017, as CFO of Greenwich CSS, Mr. Khan has been managing the company's Finance Department, including client portfolios of tax and reporting to the Afghanistan's Ministry of Finance.
  • Wahab Hashimy Senior Human Resources Officer
    Mr. Hashimy has an MBA in Public Administration from Kabul University of Afghanistan and a Bachelor’s Degree in Economics from Pune University, India. He has been with Greenwich CSS since its establishment and has developed the human resource policies, payroll registry and internal systems for the company. Previously, he worked as HR Director for Inteqal LLC, where he had oversight of several hundred-staff engaged in a large translation project for the US military in Afghanistan. Furthermore, he worked for a US-AID funded project at DAI and Adam Smith International for Ministry of Finance.
  • Mohammad Haseeb Noori Senior Legal Officer
    Mr. Noori has extensive legal experience in government, private and NGO sectors as well as considerable contact with the burgeoning Afghan media. After achieving a bachelor’s degree in Law at Kabul University, Mr. Noori proved an adroit advocate in government- media relations, rising to a senior position at the office of the Spokesman for the Afghan Ministry of Foreign Affairs. Additionally, as a Director for the International Development Law Organization he headed the Publication and Research Department and oversaw the publication of the Legal Learning Magazine.
  • Ahmad Shakib Shiwa Senior Legal & Policy Officer
    Mr. Ahmad Shakib Shiwa, an Afghan national with a Masters’ Degree in Public Policy and Administration (MPPA) under University Support Workforce Development Project and a Bachelor’s in Law and Political Science from Kabul University. Additionally, he has done a distance MBA from Pune’s International School of Business Management Excellence, India with specialization in public relations. Mr. Shiwa Joined GCSS in August 2015 to manage the Government Services Department.
